Nope, it's only for t3 Pikeman and higher Pikeman classes.

German Poleaxe basic stats are: 47c / 90 speed / 153 long.
If you're looking for a weapon that could be a substitute, there is the Flamberge: 47c / 88 / 152. Pretty much similar on the paper, much better in the real world (see below why).

The mats to craft German Poleaxe are:
3 x Processed Wood
2 x Black Steel
2 x Steel
3 x Mixed Glue
10 x Wood
3 x Normal Charcoal
3 x Normal Grindstone

while to make the Flamberge you'd need:
20 x Blade Shard
3 x Handle
4 x Oil
1 x Silk
4 x Quality Charcoal
2 x Quality Grindstone

so the downside is surely much higher price.
I presume you'd want the weapon to be very long and that's why you're asking about polearm. Should that not be essential there are very cheap marketplace axes available, 48/49/50c strong but only 90/95/117 long....

One thing not to miss is that Commando's 2H skill is 185 while polearm skill is only 80. Which means the effective speed and damage you will deliver is so much more for 2H weapons that it would be for a polearm...

For this reason you'd most probably be much better with Strange Great Sword (45c / 98 / 125 and very cheap to craft) than with German Poleaxe. If the length of 117 could be acceptable take a look at Great Bardiche (50c / 89 / 117, tiny 4936g at marketplace), just that something is very cheap doesn't mean it's not strong. Anything stronger than 50c will be much much more expensive, except the Butcher and Boarding Axe (that are unfortunately short, 93 and 104 accordingly).
