it makes me sad to look at the roster and see how big that it is but whenever i'm in game i only see about the same 15 people

Timezone differences abound. Also, some are less active than others. Not everyone can be a no-lifer

This. Also you need to think of our house in the context of other houses. Compared to MANY other houses we have quite an active playerbase.
