you could phrase it that way yes, but the correct way of saying it, would be that i was raised to be civil and diplomatic even when talking with people i really dont care all that much about, whereas your parents seems to have failed to teach you some very simple manners, which i actually find extremely sad, since it may actually reflect upon your life when you become older.

in the same way shy people should greet other people to not be (mistakingly) recieved as arrogant (as most people just in the same manner as described above assume the later)
