WEEKLY SCREENSHOT CONTEST REFORM:
- added 5 permanent judges ( 2 PR + 3 selected from applicants)
- added "veto vote" for permanent judges (if one of permanent judges thinks winning screenshot doesn't reaches certain standards, he can casts a veto on it, meaning all permanent judges will vote if indeed it doesn't matches the required standards.If the vote passes no reward is given for winning screenshot).

Temp judges will be selected as before.
Applicants for Permanent judges send me application on PM.
