ROS is one of these "troll" items, that shouldn't be crafted. Basically they are in game only because devs derive some kind of perverted pleasure when we craft expensive stuff that turn out to be worse than cheap marketplace ones. In other words Reinforced Oval Shield is like a Hunting Spear of shields.

Hunting Spear is not too bad in Cavalry mode as you can use it with a shield and use "poking" animation.

The benefit of this shield is best shield for Heavy Crossbowman (t2),
likely Heavy Infantry(t2) also can equip Swadian Steel Shield.
I think that advantage is not so bad for the character which developing or t4/t2 archer hybrid.
