Hey, I have no Idea how much they cost or what I need to craft them, or who can craft them

Plate mail consists of 10 chain links and 3 armor plate. Armor plate requires 3 hardened metal and 1 quality charcoal. Chain links need 3 chains.
I value armor plate at 16k. I don't see Hardened Metal as more than 5k each.
