The crafting recipe is:
16 x Hardened Leather
12 x Perfected Metal
3 x Damascus Steel
3 x Black Steel
16 x Blade Shard
and it requires Attacker lvl 15. The price to buy one should be ca. 1.7m (it wasn't a long time ago I've sold one for something like 1.6m).
I would suggest to consider Swadian Hope as well, it's usable by Commando and the stats are: 54c / 101 speed / 103 long. It's shorter but i's faster than the Courage that offers some advantage in the crowd. Hope is also somewhat cheaper to buy, last time I saw it offered for sale ppl wanted to get something like 1.5m for it (I've just seen Woody had put one on sale). On the other hand, Courage can be used to slash behind shielders, it's long enough... Up to your preference, they're quite similar in stats and prices.
