I do belive that's the new dev armour.

There is dev armor and swadian one.Swadian is for players I think.It's swadian

Well i cant say anything about how Justice going to be used(as i also dont know ), but that armor originally retextured for players as Barristan requested; and as Art2X said, devs have different ones .
