What if there was a time every day (or weekend) when you could get twice as much as usual?
Let's say 2 hours a day. It can attract people.
Of course I understand that x2 every day is not exactly what I would like, especially in terms of materials, because if you give each player all the legendary items at once, they will quickly lose interest in the game. This works with old boots too. So I don't know how to increase the chance for this time. The goal is that every evening we were able to assemble a team for running on hard or rag.

Write that you think about this. Does it make sense, will there be people?

Main problem is finding a balance between time zones.

Can be done 2 times a day? For example 1 hour at one time and 1 hour at another?
this is about 2-4 runs, depending on the complexity of the map and the team.

Well, it's always a bad time for some people (people who work, have kids, and so on), so why not alternate between various times and time zones instead of having a fixed time? Personally I'd be happy if I could attend a "Happy Hour" every couple days.

An hour for both EU and NA doesn't seem like a bad idea?

At the very least it should be locked to public severs
That way people don't start hosting all the events at that time
Other wise rather then getting new people with it anyone who started playing at that time would likely not find anyone in public severs

When a bonus happens most of the time you play is it really a bonus or is the "normal" just peasant time.

I would assume that eu na and au would get one from that suggestion. Just like events I'm sure a lot of people would be willing to change there hours to fit this 2x idea.

Just ask for a buff to xp/gold drop that's just not as high as 2x.

A daily non tradable consumable item on the website, that when used gives a 1 hour buff to xp or whatever. Can only be used once every 24 hrs.

Even if it only increases assist xp by 1.5 or 2x.. it would be pretty big increase for activity at primetime for all regions
