making dwarf axe a red usable by everyone legendary would give this axe its niche (maybe add 1h mode?)
also ken would be able to roleplay as a siege master

This was for a very old balance
At the moment all legendarys aside from wormbane are class locked to keep stuff more balanced
In this respect it might have fit in the old balance you are talking about
But not the new one that is up right now
Also as I think the only person who has upgraded it this would be the most OP weapon ever
nobody plays the dwarf axe tho, could need a buff.
Nobody ever used it, its just to short, even if you higher the damage a few points, it won't change something.

It would be possible to make a Dwarf axe single-sided, and the other side would be in the form of a pickaxe. ( After all, the dwarves have to produce gold) and in this case it could be used in two modes - cutting and stabbing.
