But there is no basis for comparison because none of those items are better... This new bow would have to be worse, and why would it be accessible to only Ranger and not the others anyway?

Logically, a Ranger cannot have a locked bow because he already has health. But! If he should have a bow then this bow should have a special stat corresponding to his class. And be balanced against others

Not that it doesn't exist, but it's strange that forum search can't find the content of that quote.

No, the bow requires the shooter to the constant tension of the string. Crossbow can be worn the whole game charged and so never fired.
