Had a similar idea. The variant I'd prefer would be that if items are being removed from the offer, any existing trace acceptance is being voided and the other party has to accept again. Makes it impossible to scam people unless you're really stup... unobservant.

Generally, it's up to players to settle the situation.
Occasionally there is dev intervention, but you can bet that there will be busted heads over it if the situation is serious enough for it to be needed. (resets, temp bans, etc)
