If we implement heraldic transitional it will not be crafted through standard professions

Agreed. This idea is awesome, and if it's legendary, I'd be pretty sad. ;D
Maybe it should be for lvl 20 armor crafters? Make it cost 25 Scales, and a little more HC and HM? Or a little less?

I assume you're talking about the heraldic, and not recrafting. Either way, no reason a heraldic, if craftable, should be at any level other than 14 with the other trans armors.
