Common sense mate. Wouldn't it make more sense if Winter meant that if you get 2 members OF THE HOUSE or a sargent OF THE HOUSE to VOUCH FOR YOU, then you can make it in.
Why in the blazes would he mean - Get two characters and you are instantly in?
