I totally support this. It also would prevent "save the boss for me" shit.

Yes, it will take a while until this is accomplished. That's the point. The reward would be well earned
and well deserved. The difference is, that it would no longer depend on luck or your ability to be the
first to shoot a boss, be it because of your charme or social rank or your cold-bloodedness to be the
first despite all others. (that might make sense if you read it a few times)
Also you could see a steady progress in those quests and would be able to estimate how long it may
actually take to complete it, instead of being at a freeze, waiting for that one boss you're still missing,
(just because these other evil creatures do not like you to get some money and constantly shoot your
boss on full purpose ofc)

I love it. I also love that you balanced it into normal which would give more powerful players even more incentive to do normal runs instead of just killing the bosses.
