This is one of those rare occasions where Nords drop a craftable item. Hardened Leather is level 13 support in house crafting. Its recipe is below. So its cost is what you value these materials at.

It is used to make some of the newly added craftable armours. As well as probably more new ones that get added. I assume people will buy it for what they value those materials at... it is pretty straight forward.
