Speaking as another player, I will tell you that the devs will not act unless you provide screenshots of him breaking rules. His name is not overtly offensive (at least I do not think so) so you need to get some evidence of him actually doing something against the rules like making hateful comments or whatnot before any actions will be made.

I don't find racism anything that should be made jokes about and it is against our rules.
He has received a warning and told he should change his name.
