I bolded the weird parts. I suggest making the first available for Skirmisher and the second for Heavy Skirmisher. Although the best option IMO to flavor up the Skirmisher class would be to make the first available to Heavy Skirmisher and the second to Pikeman, but buff the stats to make them useful.
