it's not a drop you need to create it.
A alchemist creates it at level 12
and it requires 5 small lumps of lead and 10 quality candles per bar

Yeah that's why you don't see tome everywhere, and since the nerf there is less and less...
We had planning to do one with the Lions House, but now that its use is only one time we forget the idea, tome is almost useless now, even more some player that had one never use it now
