I'm going to guess it is the second question, as it can be kinda tricky to place items at first.
1- look where you want to place the item, but also be about 1 foot back from the location. you will learn the feel of this over time.
2 - left click
3 - don't move, especially right before the 'bend down' animation completes
4 - not all spots are valid spots, try again near by.
5 - the angle you are looking at is the angle it gets dropped at.
6 - if the above isn't working for you, between step 2 and 3 move slightly, then move back to where you were. somehow this seems to help me, don't do it too late in the animation, do it just after clicking.

Tier 1 can usare ammunation box
Tier 2 can use barricade
Tier 3 can use heavy barricade
Tier 4 can use esplosive barrel
