According to crafting tab they are

Level 7

    » Craft Black Wisby Gauntlets (All Second Tier)

    » Craft Red Wisby Gauntlets (All Second Tier)

Unfortunately, when checked in inventory, they are not usable by T2 archer (longbowmen) and T2 militia (skirmisher)

BTW The Complete Guide to the Swadian's Equipment! needs to be corrected about that too.
