It's not that it's a bug, it's just that the mounted farmers are retarded and never dismount. Having something on a horse potentially spawn where it has to go through a ladder is just asking for trouble.

It's a bad spawn point and horrible luck, but it's not a bug, although I thought mounted AI would eventually dismount to cross terrain, but apparently not. It's not a ramp, which is probably the main problem, because I've never seen mounted AI dismount to go up a ladder. Perhaps anything on a small pony is an exemption. Regardless, it's not a bug.
