Why on earth does it take one sparkling necklace and 8 leather to make a steppe cap?

I support this. Especially when considering the leather jerking, a piece of body armor, requires 6 leather and 10 cloth which is equivalent to 8 leather essentially. Its a hat.. that needs more supplies to make than a piece of body armor. Just seems odd.

The hat also looks like crap, id hoped for something awesome especially when i saw it required a sparkly necklace. :-\
