1. Nurse => Small Medic Box - worth about 4 k - 10% health gain - amount of small medic boxes per slot => 3
2. Field Medic => Medic Box - worth about 10 k - 30% health gain - amount of normal medic boxes per slot => 3
3. Field Surgeon => Surgeon's Kit - worth about 80 k - All your health is back, - amount of surgeon's kits per slot => 1
4. Master Surgeon => Resurrection Tome - worth about 8 m - Revives everyone who died in the last 30 seconds - amount of tomes per slot => 1

Wasnt it 20 sec after dead fred ? lot of players told me 20 seconds after dead you can use tome

I think they're just adraid no one would rez them within the appropriate time unless they hurried them up with tighter time constraints.
