what is the next best bow for my ranger between kings will and ebony bow?

There simply is none
After King's Will and Ebony You can only get better bows which are Legendaries, eg Fiendish Bow, Hurricane Bow, Ullr's Bane and Stag Bow, maybe Blade String even

None, there is kings will and ebony/elmwood bow which are fairly similar.
there is no bow in between those.

There is no specific bows for Ranger only class however, if you were asking for your Hero class ranger?
Or if you were asking, which bow to pick betwen those two, that's up to you what playstyle you like more.
Kings Will has more dmg but it's slower, ebony is faster and less dmg.
