Since i See this item from 15k to 35k I was wondering, what's a fair price for that item?

Talking about the red tunic over mail I'm guessing? I'm sure you could find a seller for 35k but personally I would sell it for around 40k. Here's the crafting recipe for it

I recommend not buying that one though, the stats are not as good as the website says.
