could someone please make me a readme file telling me exactly what to do or a download of the date i need to change, so that i can use legendary weapons in other single player mods?

Well if the skin already exists in the other SP mod, you can just use Morgh's Tools to copy and paste the item with the skin and change the stats. If not, then I don't know.
