I don't normaly report players but this has happened on multiple occasions now:
For insulting players including myself, spamming chat and asking people to kill last when he is dead persistently

I can vouch for this report, I was in a few games with this player at the same time and his ignorance towards others playing and his insulting language was very disruptive.

As you can see in the screenshots he is perfectly Capeable in English but yesterday he didn't seen to understand any

Yup, and if the person do not stop kick him, and if the person continue to reconnect and do this temp ban him, and if he still continue to do this maybe a temp ban was not enough.
Just jump on irc quickly, your beloved admins will sort that out
