Mmmmmmmmm but if this quest is implemented, then the value of Normal Barricades will decrease because of the vast amounts of it in almost everyone's inventory.

i can support this but it must be limit time to do it ,  not repeatable . otherwise  it will seriously damage best profession for making money
Value of normal cade is close to nothing anyway , they cost like 12- 15 k atm  Even for new player its nothig

Not sure about the nords you have to kill there. ^ Any redshirt could get that within a few days.

Perhaps that could be a quest for a dep shield, and a slightly harder version of the hunting heads quest could be used for the normal cade.
