Shield of Kings is generally accepted as the best shield with 1550 Hit Points and 50 Resistance. But it's quite small, especially in comparison to the Bulwark. Bulwark also got 1550 HP but it has a lower resistance (45).
Concerning the worth: SoK is worth around 25mil. I think Bulwark is around that as well.
A fact is that the Bulwark is rarer, which may increases its value.
