Yes. Shield Brothers had already put in a pending banner update for that slot. I don't instant update the list every second. It's always up-to-date with the last banner pack, and then you have to check against any pending banners to see if a new house has already selected. I work in a first-come-first-served basis to be fair.
The list is currently up to date with everyone but you and the Monolith Legion
