The grinder is comon as hell, extremely cheap for a legendary, imo.

Only legendary I ever got was a Fiendish Bow in normal mode, from some cav enemy I believe.
But to answer the OP's question it is pretty much down to chance now, as even if you kill all the right enemies the loot is still random so you might not get it.
So cross your toes, put a rabbits foot necklace around your neck and go play NI!
