Congrats Freddy! To answer why it is not a 1 time only quest is because I never expected staircading or people getting to Odin every 40 minuets to be put simply.
Currently I am happy for it to stay as it is. When the waves get buffed, and Odin goes back to being a true boss to fear for the elite, then I will think about making the reward truly legendary for those select few.
