Yes, at any given time either could be worth more.
Currently though it is the tome that is the most expensive. Not by a great deal though.
Now that the can both be used anywhere. They are both very useful. The barrel had a resurgence due to it being able to be used anywhere first and considering it is easier to gather the resources. 85 lead is always hard to get, especially if you are trying to do it solo.
Though, the barrel price has kind of evened out again due to as Fred said, HM and Sulphur hovering around the same mark. I do anticipate tomes value to increase now that they are more useful.

Being someone that is or has crafted both, I can say that the Tome is a good deal more expensive and difficult to make. It requires a ton of lead that is hard to get all of, even if you are extremely rich and can buy any that you see. The barrel, on the other hand, is mostly dependent on HM and Sulphur, which are a good deal cheaper and easier to get to.
If you do it completely based off of crafting costs and assume you can buy an infinite amount of everything at set prices, the tome is actually slightly cheaper, by about 100-200 thousand.
