I found it. bannerlord in turkey 150 Turkish liras = 25$ thats good discount for turkish players but someyoungturks crying on tw forum it is interesting.

Correct. As far as we know, modding tools made by the developers will not be given out until after early access.

But those are only the official modding tools, so someone will probably make a decompiler or OpenBRF substitute or find some way in to the modding tools anyways. It's more of a 'wait and see' situation.
