It's not a bug, they always have that equipment, and back when NI was young, they were the bane of any run.
Statistically, they are not very strong, but their armor has sure made plenty of newer players shit bricks. Tongue

It's not a glitch. They are one of the rare bonus waves. The first time I saw them my red shirt exploded.
