Don't think it's OSP no, but the creator of it is a nice guy, so if you ask nicely he probably will let you use it
Afaik he first made it for The Veiled Stars(lotr mod), and is now using it in his own apocalytpic mod, where he has sucessfully implemented both vehicles and helicotpers.
