You can loot them from an enemy.

All new legendaries that are added to the game are unknown until they drop. Any bot/boss could drop them. Some legendaries also get changed from which bot/boss drops them.

Here is a quick assumption:
Twigs are dropped by Thor (This was the case when new legendaries were added and game modes were made harder in old patches)
Rupturer is the best throwable in the game (Better than Twigs)
So therefore, Rupturer is dropped by Odin.

This is all just speculation, developers keep legendary drop information a secret for a reason, and it is always changing.
