WTK Fearsome and hurricane bow

are they useable by tier 3 ? once I saw a guy having this 2 items on one hybrite, so I wonder if this would be possible. in the item information, it says that it would just be usable by tier 4.

Both items require to be T4 (as far as I know)

I own both Items they require Teir 4  I think he picked up the Bow and has the Fearsome.
