Conflicting information on Khergit Scale Armor

I was looking for armor pikemen can use and I saw on the forums that pikemen can use the Khergit Scale Armor but when I was about to craft it the armorsmith blueprints only shows that heavy skirmisher can use could anyone please clraify this for me please before I make it. Thanks!

It means that this armor can be used by heavy skirmisher or higher tier (pikeman, heroes).

Precisely. If an item is usable by some tier then it is usable by any higher tier as well.
