They're not killing the last NPC in a server because they want to solo it on hard mode.
This is pretty despicable as it's stopping 14 players from playing the game with them.

I think this is not Forbidden! Player can play long as they want if they want to kill nords and restore or healing! On anothere way it dont makes sence! Why should the dont kill last if they dont need to restore?

Not killing the last bot is not forbidden. Come back to us when they're glitching ir exploiting.
