in normal mode Nord commander seems too have been repleaced by a nord called fionn.
Fionn does not grant progress on the quest which makes it quite hard to do it now

Commander had not been replaced by Fion mac cullen there is 50% of spawning chance  between them in that wave so the quest is still possible
