Want to verify some stats

Hi so I was looking at the Red Tunic over Mail (smith lvl 8): 28body, 13 leg and 8 weight is what it says on the crafting thread.

However that would mean that this is worse than the standard market items for heavy inf? (Again going from the stats given on inf equipment thread)

So it says this is usable by heavy inf so why is it so much worse? Or is this a mistake because it looks cheap to craft and I'd do it for T2-3 if the stats were actually decent.

Can anyone clear this up for me?

Also used for Sniper, its usable by Infantry. But mostly preferred for archer.
