So ragnar was killed today and 3 people looted an eagle feather each, i bought them all, i didnt know this was a thing.

Yes, this is a thing.  Doesn't include legendaries, only mats iirc.

this actually does include legendaries, although the chances are a bloody longshot.

If it includes legendaries are they the same, so for example 2 guys getting a Durendal from Odin.
Or can they be different aswell, like Mjolnir and Full Scale in the same run of Thor?

you cant multi loot legendaries

the only people who know what drops what are the people who set the drops, so only the devs and other people involved can say if it can happen or not

I'm pretty sure only one legendary can drop for one person. But I do believe that multiple legendaries can drop in one game.
Just not two of the same.

There can be multi mats drop from one nord but that doesnt work with legendaries, thats been said in the beta test
