Tower Shield usable by Xbow hero only?

I'd leave it as it is. Why should not a T4 xbow bring in a good shield? On my Legionnaire I bring a Royal Shield and I only shield if no RG present. But it happens quite often there is an RG who can't afford an Aegis yet so I give him the Royal to replace a SKS or as a backup to a Defender Shield. So if a T4 xbow can afford a Tower Shield it helps the team if he brings it in...
