I know this might be in the wrong section, for that I'm sorry, but I was just curious how someone become a so called "full member on the forums". Is it the amount of time you spend on the forums, the posts or something else????

It is the amount of post on the sections where your posts are being counted. I have 1900 posts, but only have 1460 counted posts.

Some boards do not count towards your post count, and thus do not up your forum "status", so to say.
If I recall correctly, the boards that do not count are the Dumping Area board, the Trading board and it's sub-boards, and the Off Topic board + sub-boards.
