It's not about being a Noob 
If there's no one selling them, you probably have to increase your offer to catch the interest of an owner of onyx bolts (or any other item). And it's about simple economy: The demand is higher than the supply, so a potential seller got an advantage on his side, he got the upper hand and he could set the price up and force a potential buyer to give a better offer. And even if no-one is selling the item the price increases as well.
Another example: The Thunder Pike: Most of them are owned by AFG-players (As it is one of the rarest items to see in-game atm), the last recorded drop seems to has happened ages ago. So it's not surprising that its value increased.

I paid 17 million pure cash in the end for them.
