I just played some rounds.
I can't oneshot first wave of enemies anymore (as a sniper...). I die by 1(!) hit of a Nord Militia. Is there any dev playing with the nord stats or what's going on?

Can you remember what server this was on and also has it happened again?
I have seen this before I think and it was some weird glitch. Server restart fixed it.

Perhaps it is a symptom of the faster map rotation. I've also been seeing a lot more blank map (empty map) turning up after the introduction of the quick rotation.

Yup, this is the bug being discussed. To elaborate, when a server runs too long, there's a chance that the bots gain a huge increase in their stats.
