you could phrase it that way yes, but the correct way of saying it, would be that i was raised to be civil and diplomatic even when talking with people i really dont care all that much about, whereas your parents seems to have failed to teach you some very simple manners, which i actually find extremely sad, since it may actually reflect upon your life when you become older.
