I think it's fine for there to be a chance of getting nothing in a full round. That's how any chance system will work and over enough hours the drops will mostly even out (there will be some outliers... cough cough winter). The 100% system would work but I don't see there being much difference between getting one old boot and getting nothing anyways so it doesn't matter. Either system will have a risk factor and we're just debating the severity of that factor I guess.
